2.4 Estimated Cost and Registration Money

The estimated cost of the plots varies depending on their size. The cost ranges from Rs. 55,00,000 for a 100 sq. meter plot to Rs. 1,37,50,000 for a 250 sq. meter plot. Applicants are required to pay a registration fee, which is 10% of the estimated cost of the plot. For example, the registration fee for a 100 sq. meter plot is Rs. 5,50,000, while for a 250 sq. meter plot, it is Rs. 13,75,000.

3. Eligibility Criteria

To be eligible for the scheme, applicants must meet the following criteria:

  • Age: The applicant must be at least 18 years old.
  • Citizenship: The applicant must be a citizen of India.
  • Residential Status: The applicant or their family should not own any house or plot in any colony developed by HRDA or the U.P. Avas Vikas Parishad in the Haridwar area.
  • Income Tax Payers: Applicants who are income tax payers must provide their Permanent Account Number (PAN) and details of their last year’s assessed income.

4. Application Process

4.1 Application Fees

The application fee for the scheme is Rs. 10,000 for general category applicants and Rs. 5,000 for applicants belonging to SC/ST/OBC categories and ladies. The application fee is non-refundable.

4.2 Submission of Application

Applicants must submit their applications along with the required documents and application fee within the specified registration period (25th February 2025 to 25th March 2025). The application form must be filled out accurately, and all necessary documents, including proof of identity, address, and income, must be attached.

4.3 Lottery System

The allocation of plots will be done through a lottery system. Successful applicants will be notified, and their registration amount will be adjusted against the total cost of the plot. Applicants who are not allotted plots will have their registration fee refunded without interest after four months of the lottery draw. 5. Terms and Conditions

Applicants are required to adhere to the following terms and conditions:

  • Possession of Plot: Successful applicants must take possession of the plot within the stipulated time and complete the necessary formalities, including payment of the remaining amount and registration of the plot in their name.
  • Violation of Terms: If an applicant fails to comply with the terms and conditions, HRDA reserves the right to cancel the allotment and forfeit the deposited amount.
  • Concealment of Facts: If any information provided by the applicant is found to be false or misleading, HRDA has the right to cancel the allotment and take legal action.

6. Development of the Scheme

The development work for the scheme is currently in progress. Applicants can visit the scheme site to assess the progress and layout of the project. The scheme is designed to provide a well-planned residential area with all necessary infrastructure and amenities.

7. Declaration by Applicants

Applicants are required to submit a declaration on a 10 Rupees Non-Judicial Stamp Paper, duly attested by a notary. The declaration includes affirming that the applicant meets all eligibility criteria, has read and understood the terms and conditions, and agrees to abide by them. The declaration also states that the applicant does not own any other property in the HRDA or U.P. Avas Vikas Parishad colonies in Haridwar.

8. Additional Charges

8.1 Park Facing, Corner, and Wide Road Plots

Additional charges apply for plots that are park-facing, corner plots, or located on roads wider than 18 meters. The additional charges are as follows:

  • Park Facing Plots: 5% extra
  • Corner Plots: 10% extra
  • Plots on Wide Roads (18 meters or more): 10% extra

If a plot has all three features, an additional 20% of the asset value will be charged.

8.2 Free Hold Plots

Plots are available on a freehold basis, and a 12% fee will be charged on the total cost of the plot for freehold conversion.

9. Reservation and Allotment

The scheme includes reservations for various categories, including SC, ST, OBC, women, senior citizens, and government employees. The details of the reserved plots are provided in Table 2 of the scheme booklet. The allotment process will ensure that the reserved categories receive their due share as per the guidelines.

10. Refund Policy

Applicants who are not allotted plots will have their registration fee refunded without interest after four months of the lottery draw. If the refund is delayed beyond six months, simple interest (as per public sector bank rates) will be payable.

11. Misrepresentation or Suppression of Facts

If it is found that the applicant has provided incorrect information or suppressed any material fact, the allotment will be cancelled without any reference to the applicant, and they will be debarred from participating in future draws. Additionally, the registration amount will be forfeited.

12. Mortgage of Property

The allotted property can be mortgaged in favor of any financial institution, government office, local body, or corporate office with prior permission from HRDA.

13. Withdrawal of Application or Surrender of Allotment

Applicants can withdraw their application before the lottery draw, and the registration fee will be refunded after deducting the application fee. If an allottee surrenders the plot within three months of the allotment letter, the entire registration amount will be confiscated. If the surrender occurs after two years, the registration amount will be forfeited, and the remaining amount will be refunded without interest.

14. Construction and Use of Plot

After the completion of the sale deed and taking possession of the plot, the allottee can start construction as per the sanctioned map from HRDA. The use of the plot will be allowed only as per the sanctioned plan.

15. Other Important Notices

  • HRDA reserves the right to amend any terms and conditions of the scheme until the time of allotment.
  • The area of the plot shown in the table may change at the time of actual execution, and the allottee will have to accept the changes and make payments accordingly.
  • The decision of the Vice Chairman of HRDA on any matter related to the scheme will be final and binding.
  • In case of any dispute, only the court of Haridwar will have jurisdiction.
